This huge article is a failure because it does not actually address eugenics. It does speak to mass murder and other control freak problems but is doe not address eugenics.

b. Early supporters of eugenics believed people inherited mental illness, criminal tendencies and even poverty, and that these conditions could be bred out of the gene pool. It was a social and political philosophy, based loosely on Charles Darwin’s evolutionary theory and Francis Galton’s research on hereditary genius. It seeks to eradicate genetic defects and improve the genetic makeup of populations through selective human breeding.
c. Eugenics is directed toward promoting reproduction by individuals with ostensibly superior traits.
d. Eugenics is: Intelligent Selection and it alone offers man an opportunity never given to any other species— a chance to transcend the limitations and cruelties of the natural selection which shaped his destiny for so long.
e. Intelligent selection is the means whereby the more intelligent people will bring more of their kind into the world. Instead of killing off the unfit at an early age, as primitive natural selection did. It would simply slow the rate at which the unintelligent breed, while encouraging the intelligent to breed at a higher rate. This is an elementary procedure in the science of husbandry, yet when humans seek to apply it to themselves, they are confronted by a mass of altruistic emotions and attitudes inherited from our distant past. It is not that childbearing should be off limits to unintelligent people. This would only be justified in such extreme cases as persistent criminality and incurable and uncontrollable hereditary diseases. It is simply that the reproduction of the less useful members of society should not be encouraged and subsidized. More important, they should not be prevented from obtaining information about contraception. We should be as charitable to the unfortunate as our circumstances permit, but we should not assist those with hereditary mental deficiencies to incapacitate their descendants. If we continue to do so, Homo sapiens will become increasingly less sapient. Simple devices and precautions which enable those with transmittable defects to control their reproduction are now widely available. We must see that the unfortunate ones know about and are encouraged to use contraceptive techniques. Whereas negative eugenics is directed toward preventing reproduction by individuals with traits that are considered to be undesirable.

Excellent article on eugenics. I had a friend from a fourth generation rich family. As a child, he was only allowed to play with children whose Grandfathers played with his Grandfather when they were young. He ended up marrying into that group, unsurprisingly. Inbreeding at work. Even though he was very happily married, he made sure his kids could play with anyone they wanted.
Tampering is the stupidity of the rich, the gifted and the endowed. It is the opposite of experimentation, a source of intelligence open to any wally with the drive and humility to undertake it.
